Rules

1. Two 18-minute halves.

2. Running clock except for: (a) last minute of the 1st half and the last 2 minutes of the 2nd half, (b) foul shots, (c) times-out, (d) errant balls, (e) every whistle during overtime. Championship games will play16 minute halves, stop-clock on every whistle. Clock will run in the last five minutes of the 2nd half when the lead is 20 points or greater. (except 4th grade finals will remain as pool play)

3. Overtime will be two minutes. 3rd OT sudden death during pool play.

4. Numbered uniforms required with consistent colors, no two players may wear the same number.

5. Forfeits occur five minutes after scheduled time.

6. Protests are not recognized. Disputes will be resolved by the officials.

7. Guaranteed play for each player is not mandatory.

8. Full court press: permitted at all times except in the 5th and 6th grade divisions which shall be permitted unless there is a 15 point margin, and in the 4th grade division which will only be permitted in the last two minutes of the game and in overtimes.

9. 7th and 8th grade boys will use regular basketball. All others will use a 28.5" ball.

10. If a coach/scorekeeper is ejected from the game due to the assessment of 2 technical fouls or ejected from the game by a referee, that coach/scorekeeper can be banned from the gym for the remainder of the tournament at the discretion of the Tourney Board. (It will be based on a case by case decision.)

11. A player may only play on one team per division.

12. Time-outs (2) full and (2) 30

13. Tie breakers - Overall record, Head to Head, Point differential (max 15 pts per game), Points allowed…coin toss….If a 3 way tie occurs and 2 spots are in question, after the pool winner is decided then the tie break process will revert back to head to head, point differential etc….

14.In the event of a forfeit, the winning team will be rewarded 15 pts for maximum point differential

15.Fouls will be handled as follows:

5 personal fouls by a player in the game, disqualified

7-9 team fouls per half, 1 & 1

10 and more team fouls per half, 2 free throws

AGE/ELIGIBILITY

Town Teams – Each player must reside in the Town or attend school in that town.

Parish Teams – Each player must qualify under that parish’s rules to play on the team.

NO AAU OR ALL-STAR TEAMS ARE PERMITTED.

  • 8th Graders born before September 1, 2008 are ineligible
  • 7th Graders born before September 1, 2009 are ineligible
  • 6th Graders born before September 1, 2010 are ineligible
  • 5th Graders born before September 1, 2011 are ineligible
  • 4th Graders born before September 1, 2012 are ineligible

Coaches must be prepared to prove residency, parish and age eligibility requirements. Coaches are to have birth certificates, parish playing rules and residency proofs in their possession at all times.

Additional Rules:

For 4th grade boys and girls and 5th grade girls only, all foul shots will begin from behind the foul line. However, the player may cross over the line after the shot has been released. Foul shots made by the shooter who crosses over the line after the shot will be counted.

Rosters:

All teams may have a maximum of 15 players on their roster. The 2024 roster must be completed in full and must be in possession of the Tournament Director by January 9th, 2024. Please include players jersey #’s for preset score sheets. No players attending high school are allowed to be part of any team’s roster. A player may only play on one team per division/group.

Only players listed on the 2024 roster are to be entered into the scorebook and allowed to play. No add-ons to the roster will be allowed after the team’s first game. Use of an ineligible player will result in forfeiture and disqualification of the team from the tournament. In the event of a forfeit, the winning team will be rewarded 15 pts. for maximum point differential.  

The Tournament rules will coincide with N.J.S.I.A.A. high school rules, with the exceptions listed above.  

CODE OF CONDUCT

All coaches, participants and spectators will:

  1.  Respect all property and equipment at all times.
  2.  Respect opponents at all times
  3.  Avoid offensive gestures and language, as well as taunting/trash talking.
  4.  Avoid criticizing game officials and opponents
  5.  Obey the Tournament Rules
  6.  Stay off the court at all times unless involved in a game.

Violation of these rules can result in ejection from the game/gym/building. Failure to leave game/gym/building, will result in forfeiture of game by team in which the ejected individual(s) is(are) associated.

CONCESSION

Please be advised that there is a full concession/ kitchen which will serve breakfast, lunch and dinner. There will also be plenty of beverages, snacks and candy and a sit down cafeteria for your dining pleasure.

Photographer

Please note only the tournament photographer will be allowed to take pictures along the baseline of the basketball court. Parents/fans are welcome to take flash-free photos from anywhere in the bleachers or benches courtside.
